The League Constitution

We the People of the Norman Fantasy Football League, in order to form a more perfect association, establish justice, ensure quality of competition and provide for the common enjoyment, do ordain this Constitution for the Norman Fantasy Football League.

Article 1

Section 1 – All power given to the Commissioner is given to him by the people. Without the people there would be no League, and thus, no Commissioner.

Section 2 – League dues must be given to the Treasurer before each owner is able to Draft. Failure to do this will result in a forfeiture of Draft picks. League Dues are subject to change and discussion about dues will take place at the Super Bowl, just like all other rule changes.

* Section 3 – League dues are set at $20 per team, per season.

Section 4 – In order to continue to be a member in our League, one must maintain communication in the Group Message.

Section 5 – Rule changes must be voted on at the Super Bowl each season. They will take action beginning the following season. Members not present forfeit their right to a vote on each rule change. In order to take effect, the rule change must pass with a majority of votes.

Section 6 – Draft attendance is mandatory. Any absence will result in a hefty penalty, lest there is an unavoidable and verifiable conflict.

* 2018 Fiscal Stimulus Package – The League Dues will be raised to $40 per season, per team, starting in the 2018 season.

Article 2

Section 1 – All trades must be approved by the League. Vetoes will occur within the Group Message and if passed, will be initiated by the Commissioner.

Section 2 – Any trade that is deemed as “collusion” by more than half of the League must be immediately vetoed in order to maintain league integrity.

* Section 3 – The “Trade Deadline” will be set at the ESPN standard date.

Section 4 – The League has decided to restrict Draft Pick trading to draft-time only. Draft picks are not permitted to be traded in-season.

* Baker-Yarborough Provision – All trade activity must cease immediately following the end of the final regular season fantasy matchups. Trades can continue directly after the end of the championship game and will remain open for draft pick trading up until the draft. Enacted following alleged collusion during the 2016 season.

* Anti-Tampering Act of 2020 – The “Trade Deadline” will be set at the earliest date after the NFL Week 10.

 Article 3

 Section 1 – All awards, monetary and physical, will be presented by the Commissioner at the Super Bowl.

Section 2 – The trophies must be returned to the League Office over the Christmas holiday in order to give the office time to engrave them for their new recipients.

Section 3 – The last place finisher in the Postseason loser’s bracket will face a punishment of the League’s choosing. The punishment will be chosen at the Super Bowl and will take place before the next season’s draft.

Section 4 – Failure to complete the imposed punishment will result in loss of draft capital or other appropriate penalty.

* Fronheiser Provision – The imposed punishment will default to last choice of draft pick at the following draft. This punishment could be bypassed if another one will be taken by the last place team.

Article 4

Section 1 – Roster requirements and allotments will follow with ESPN standard settings. Any changes will be noted here in Article 4.

* Section 2 – Scoring settings are ESPN standard settings.

* Section 3 – Rosters will now be equipped with an IR  spot for players that are injured for an extended period of time.

* Section 4 – Each team is allowed one “Keeper” for which they are able to retain the rights to this player for consecutive seasons. To Keep a player, a team must cede rights of their 1st round pick, which would subsequently be replaced by their kept player. Teams may also choose not to keep a player, giving them a pick in the so-called “Keeper Round.”

* Decimal Scoring Act of 2017 – This act incorporates decimal scoring into the League. Enacted following the 2016 season by a vote of 5 to 4

* Tendonitis Act of 2017 – This Act adds an injured reserve slot for each team to store an injured player for an indefinite amount of time until that players is healthy. This act passed 6 to 3 and will be enacted for the 2017 season.

* Half PPR Scoring Act of 2018 – Starting in the 2018 Season, The League will adopt .5PPR Scoring, meaning that each player that catches a pass will receive one half point for each catch in addition to the usual points scored for yardage/touchdown.

* Yarborough Keeper Act of 2018  – Beginning in the 2018 Fantasy Draft, owners will still be able to keep one player, but the cost of the Keeper will now be the round in which he was drafted the prior year, unless the player has been kept in subsequent years, which would force the cost to increase 1 round until reaching the 1st round where the price would remain. The maximum round replacement for a typical keeper is the 8th Round.

* Full PPR Scoring Act of 2019 – Starting in the 2019 Season, The League will increase scoring per reception from .5 points to 1 full point. This replaces the Half-PPR Scoring Act of 2018.

* Youth Talent Initiative – Effective the 2021 Season, teams will now be able to keep a “Rookie” from the previous season. This player must have only 1 year of experience in the NFL and can be kept for a maximum of a 10th Round Pick.

* Player Health and Safety Act of 2021 – Teams will now have a second IR spot. This supplements the Tendonitis Act of 2017,

Article 5

Section 1 – All league members are expected to renew their membership each season. If an owner plans to leave, they must notify the League Office prior to their final season. Failure to do so may result in exile from the friend group.

Section 2 – League expansion is always an option, and will be voted on each offseason.

Section 3 – League reduction is also an option, but must be approved by all league members.

Section 4 – Any owner that has an issue with a fellow owner should work it out in the Group Message. Any long-standing issue will be dealt with comically and most likely escalate the problem.

Section 5 – We will do our best each year to maintain continuity, but if a league member repeatedly defies league rules, and shows no care to remain within the group, removal will be considered. Barring any extenuating circumstances, the league office will work with any team requiring a leave of absence.
